PPI provides security services in the form of foot and bicycle patrols to a variety of clients in Downtown Portland. Our officers patrol within the 213 square blocks of the Downtown Business Improvement District (BID).
With 38 armed security officers and 22 unarmed security officers PPI patrols the areas between Naito Pkwy and 11th Avenue, NW Hoyt to SW Market streets (see map). PPI’s hours of operation are 7am to 11pm on weekdays and Saturday and 10 am to 6pm on Sunday.
All PPI officers are DPSST certified and receive constantly updated training and certification from an in-house instructor. PPI armed officers are required to have a minimum of three years of prior law enforcement experience. Many of PPI’s armed officers have served in police departments for over twenty years.
Portland Patrol unarmed officers are given comprehensive unarmed DPSST training and are assigned to armed officers for field training before given individual duties in the patrol district.
As trained observers and problem solvers, PPI officers are responsible to address business and citizen complaints, provide information, assistance and or referrals, and work to solve minor crime or nuisance problems. These problems include: aggressive behavior, assaults, assist citizens, assist police, address bicycle violations, business assists, cleaning referrals, disorderly conduct, drinking in public, drug activity, fighting, found property, gang activity, graffiti, intoxicated persons, medical problems, mental subjects, aggressive panhandling, park patrols, sidewalk obstructions, shoplifting, skateboarding, suspicious persons, traffic accidents (information exchange assistance), trespassing, Tri-Met activity, unwanted persons, and vandalism.
The average PPI response time to a call is 5-7 minutes, far under the police response time for similar types of lower priority calls for service. In this capacity, PPI is pleased to be able to assist the Portland Police in dealing with chronic crime and safety issues in Downtown Portland.
PPB officers frequently make arrests, write citations for criminal and ordinance violations, or take other actions based on direct referrals from PPI officers. As a result, our PPB officers regularly average over 100 arrests per month! Working in groups of two, PPB officers provide services throughout the work week.
